The Persons with Disability Act, 2006 (Act 715) in Ghana, defines “Persons with Disability (PWD)” as “an individual with a physical, mental or sensory impairment including a visual, hearing or speech functional disability which gives rise to physical, cultural or social barriers that substantially limits one or more of the major life activities of that individual”.
In ensuring the evenly distribution of support to Persons with Disabilities (PWD’s) in the Twifo/Ati-Morkwa District, the Social Welfare Department of the Twifo/Ati-Morkwa District Assembly through its allocated quota of the District Assembly Common Fund supported twenty-five (25) persons with disability within the District. On Friday August 9, 2024, the twenty-five (25) persons were presented with their requested items.
In acknowledgement of the support by the government, Mr. Dominic Aboteh federation chairman for Persons with Disabilities (PWD) within the district appreciated the support received so far from the government on PWDs. He encouraged beneficiaries to use items received for its intended purposes as that could improve their livelihood and make them self reliant. He admonished them to desist from the habit of selling items received for their benefit to second persons as the Federation can sue anyone found culpable of such action.
More praises were showered on the government as the District Chief Executive (DCE) for the district Hon. Robert Agyemang-Nyantakyi addressed staff and beneficiaries of the items at the forecourt of the District Assembly. In supporting PWDs in the best way possible, the government has set aside funds to establish PWDs in whatever way possible.
The district assembly over the years through the Social Welfare/Community Development have partnered with the districts Federation for the disabled to attend to the needs of the federation by supplying items necessary for the financial development and independence of its members.
The Government use to give out moneys to PWD’s as support but that act never yielded anything fruitful in the lives of beneficiaries. It is of this thought that the Social Welfare Department and Federation took a unanimous decision to supply valuable items upon request by PWD’s.
The DCE threw light on how in an inspection across the district it was found out that previous beneficiaries had made commendable progress with items given them and have now become major bread winners as a result of putting the items to better use.
In as much as many had made progress, other beneficiaries were found to have squandered their startups rendering them impoverished despite efforts to making them financially independent. He further on cautioned them that are being monitored in their various areas of business and life by the Department of Social Welfare of the District.
In continual support for PWD’s by the Government, it is in its policy to help PWD’s to further their education into all levels of tertiary education after a successful completion of their Senior Secondary education. That is, scholarships will be provided to PWD’s who wish to enter into any tertiary institution of their choice. Already, five (5) persons from the district have benefitted from other initiatives by the government.
This year alone, the Ghana Society for the Disabled were supported with four thousand Ghana cedis (GHS 4,000.00) to attend a conference in the Western North Region of Ghana.
The items distributed this day costs One Hundred and Twenty Thousand and Five Ghana Cedis Twelve Pesewas (GHS 120,005.12).
