Twifo/Ati-Morkwa district among the twenty-two MMDA’s within the central region held its general assembly meeting on Tuesday 2nd September, 2025 at the district’s assembly hall.
The Presiding Member (PM) Hon. Daniel Agbodza welcomed all assembly members and subsequently conducted a roll call. He admonished members of the eleventh (11th) assembly who spread false rumours of the unauthenticity of allowances for assembly members to desist from such untrue propaganda and demanded an unqualified apology from assembly members who exhibited such act and misbehaved towards the district finance officer while receiving checks for their allowances.
Hon. Richmond Biney, in response to requests by assembly members rendered apology for circulating untrue video on the payment of assembly allowances.
In furtherance of the meeting, Hon. Augustine Appiah assembly man for Bimpongagya requested that standing orders be made available to assembly members to support their understanding on assembly proceedings even if it requires diversion of funds from the common fund.
The secretary to the assembly Mr. A.M Awal Suhuyini, who is also the district Coordinating director welcomed all members. In response to request on standing order by assembly members, “the institute of Local Government Services are responsible for the issuance of assembly standing orders, as such common funds will not be used in procuring the model standing order”, this he said.
New officers were welcomed by the PM. They include Mrs. Gifty Adjei (District Crime Officer), and Mr. Richard Pedra Arthur (District Youth Employment Director).
Electoral Area Small Projects that need to constructed in the shortest possible time requires funds with a collaborative effort from all assembly members in the mobilisation of funds in the various area councils.
On the procurement of motorbikes for assembly members, the previous government made no effort in procuring them as such, NALAC recommends that a resolution be passed by all assembly members to facilitate the purchase of the motorbikes.
Revenue Mobilisation
The district only has two strategic days for revenue mobilisation, being Tuesdays and Fridays of which when capitalised effectively, lots of revenue can be raked for the assembly. The only issue has to with the inadequacy of revenue mobilisers which is a major challenge which needs to be looked at.
Mr. Okwesi, Chairman of the works subcommittee shared concerns on tolls not being collected at the district borders but rather collected at the borders of other neighbouring districts. His opinion reflected the reinstatement of toll collections so as to increase the districts revenue.
He also commended Mr. Eric Nyame head of the works department for his selfless commitment to duty and prompt response to concerns of the community. He however chastised officers who demand monies before they offer services to community members. “As part of our civil responsibilities to the district, no one is obliged to charge any fees without the issuance of receipts as its illegal do so and anyone caught in such act will be brought to book”, this he said.
Mr. Isaac Fosu advised that a committee be formed to investigate into allegations levelled against staff who charge unaccountable fees before offering services to clients.
Notwithstanding, the assembly has four (4) toilet facilities that which could be a source of revenue for the assembly. This area has been left in the hands of private individuals who run and spend revenue generated in this area unaccounted.
Mr. Richard Senyo Tsahey, District Environment Officer in response, assured members and staff of the assembly that letters have been issued to persons manning the toilet facilities to render accounts to the assembly as such a deadline has been given for accounts to be made.
A motion was moved for the formation of ADHOC committee to look into the accounts on both assemblys liquid and plastic waste. The members included Hon. Isaac Esuon, Hon. Isaac Tenkorang, Hon. Isaac Okwesi, Hon. Sarah Amporful and Hon. Joseph Effah Saed.
Hon. Joseph Saed assemblyman for Ayaase, suggested that toilet facilities be given to area councils to manage and account to the assembly.
“In the mandate of the area council, revenue is dominant and reports are supposed to be submitted to the assembly on monthly basis. There should also be an oversight monitoring team to monitor the activities of the area councils. In the area of revenue percentage sharing, area councils are to be given their share of revenue when collected on behalf of the assembly, but in many instances, it isn’t so which discourages revenue mobilisers from collecting revenues for the assembly”, this Hon. Saed submitted.
In an address by the District Chief Executive (DCE), Hon. Isaac Yawson, he expressed joy on the relatively peaceful atmosphere the district has enjoyed since his tenure of administration. Despite the relatively peaceful era enjoyed, theft cases have been on the rise which has attracted national concerns. A recent one is the theft on a community high tension with which with the prompt response of the district engineer for electricity company of ghana, power was restored to Nuamakrom.
He encouraged all to be advocates against theft cases and to report suspected or unfamiliar persons to the police or leaders of the community for the necessary actions to be taken against them.
He further on highlighted on some key development projects to be carried out across the district ranging from boreholes, CHPs compound, open market sheds, classroom blocks, toilet facilities and other renovation works. Beneficiary communities include, Aboabo, Nuamakrom, Mmaabasa, Mampong, Denyase to mention but a few.
Also, this years Basic Education Certificate Examination (BECE) witnessed a massive performance amongst candidates. Below is a breakdown in gender of candidates;
